Albemarle wraps entirely around the independent city of Charlottesville, and the University of Virginia and UVA Health drive the employment, housing and research-space demand for both jurisdictions. Nearly all of the county's growth is pushed into designated development areas along US 29 north and the I-64 corridor by a rural-area policy that holds the rest of the county at very low density, so entitled land inside those boundaries is the scarce commodity.
