Liberty County, Florida
Liberty County is Florida's least populous by most counts, spanning the Apalachicola River in the Panhandle with Bristol its only incorporated town. The Apalachicola National Forest covers a large share of it, so public ownership rather than market demand sets the limit on development — timber and state employment are the economy, and private acreage is scarce relative to the county's size.
