Franklin is an independent city, politically separate from surrounding Southampton and Isle of Wight counties with its own zoning, schools and tax base, and it functions as the retail and medical center for Western Tidewater. The closure of the International Paper mill removed the industrial base the city was built around, so redevelopment of that riverfront site and industrial prospects drawn by the US 58 corridor toward Suffolk and Hampton Roads are the market.
