Covington City, Virginia
Covington is an independent city in the Alleghany Highlands, legally separate from surrounding Alleghany County with its own zoning and tax base, and its economy still turns on the large paper mill on the Jackson River. Demand is thin and values are among the lowest in Virginia, so the realistic plays are I-64 and US 220 highway commercial, adaptive reuse downtown, and spillover from Homestead-area resort tourism to the north.
