Alleghany County, Virginia
Alleghany County is an Alleghany Highlands manufacturing market whose economy still turns on the large paper mill at Covington and the I-64 corridor running west toward West Virginia. The county seat sits in Covington, which is a separate independent city, and development is limited by steep terrain in narrow river valleys, a shrinking population and a small pool of served industrial sites.
