Colonial Heights is an independent city with its own zoning, schools and tax base, only about eight square miles on the north bank of the Appomattox River across from Petersburg, and it serves as the retail center of the Tri-Cities with Southpark Mall and the Boulevard corridor at I-95 Exit 54. It is essentially built out, so the opportunity is retail repositioning and infill rather than greenfield, and its fortunes track the wider Petersburg and Fort Gregg-Adams area economy.
