Clarke County, Virginia
Clarke County is a small, high value county between Winchester and Loudoun where Route 7 and US 340 carry commuters east toward the Washington market, which is what pushes home values here far above the rest of the northern Shenandoah Valley. It is also one of Virginia's most deliberately restrictive rural jurisdictions, with sliding scale agricultural zoning and extensive conservation easements holding density down, so most by right growth has to land inside Berryville and Boyce.
