Chesapeake is an independent city with its own zoning, schools and tax base, and at well over 300 square miles it holds most of the remaining developable land in Hampton Roads, with industrial demand driven by Port of Virginia traffic, the Elizabeth River terminals and I-64, I-464 and the Route 168 Chesapeake Expressway. Growth concentrates in Greenbrier, Great Bridge and Western Branch while the Great Dismal Swamp, agricultural zoning and drainage limits in the southern city hold back the rest.
