Napa County, California
Napa County is a single valley whose agricultural preserve, adopted in 1968, made it the template for California farmland protection and keeps roughly nine-tenths of the county in vineyard and open space. Nearly all development is confined to Napa, American Canyon and the small upvalley towns, with winery-use permits, the Measure J and P growth-boundary votes, and post-2017 fire insurance shaping every transaction.
