Yolo County lies across the Sacramento River from the capital, with Davis and UC Davis, West Sacramento's riverfront redevelopment, and Woodland's agricultural-processing base. Agricultural land protection is unusually strong here and Davis's Measure J/R/D requires a public vote for peripheral growth, so most new development is directed into West Sacramento and Woodland infill, subject to Yolo Bypass floodplain rules.
