Highland County, Virginia
Highland County is the least populous county in Virginia, a high-elevation cattle and timber market where Monterey is the only incorporated town and the George Washington National Forest holds a large share of the land. There is no interstate and essentially no public water or sewer outside Monterey, so activity is limited to farms, second homes and the tourism tied to the maple festival and the Allegheny ridges.
