Goochland is Richmond's affluent western growth county, and its eastern end at West Creek along Route 288 and I-64 holds the corporate campuses that define the market, including CarMax, Capital One and Performance Food Group. Utilities reach only that eastern corner, so the western three quarters of the county stays large-lot and agricultural and the development fight is over how far public water and sewer extend.
