Fulton County, Pennsylvania
Fulton County is a rural ridge-and-valley county on the Maryland border in south-central Pennsylvania, with McConnellsburg on US 30 and I-70 crossing its southern half. JLG Industries' lift-equipment plant in McConnellsburg is the dominant employer, and the little development that happens clusters at the I-70 and Turnpike interchanges, so highway access and the limited reach of public water and sewer decide which parcels are buildable.
