Clinton County, Pennsylvania
Clinton County follows the West Branch Susquehanna River in north-central Pennsylvania, with Lock Haven as county seat and most of its large land area held in state forest and ridge terrain. Higher education at Lock Haven, First Quality's McElhattan plants and the Interstate 80 interchanges near Mill Hall drive what building occurs, concentrated in a narrow valley where floodplain and public land limit buildable ground.
