Buena Vista is an independent city, legally separate from surrounding Rockbridge County with its own zoning, schools and tax base, packed into roughly six square miles along the Maury River in the Shenandoah Valley. Southern Virginia University and a small manufacturing base anchor it, while river floodplain and the tight municipal boundary leave very little greenfield, so most opportunity is infill and reuse along Magnolia Avenue and the US 60 approach to I-81.
